This is used in a Lifecycle Rule Filter to apply a logical AND to two or more predicates. The Lifecycle Rule will apply to any object matching all of the predicates configured inside the And operator.

      For responses, this returns true if the service returned a value for the Tags property. This DOES NOT check that the value is non-empty (for which, you should check the isEmpty() method on the property).
